Should we consider tenant testing for a non profit coop?

Cynthia, the only time I would test tenant files is when there is a subsidy involved at the Coop. I have seen some that do have subsidy. So, it all comes down to whether there is an active subsidy contract at the project. All Coops have some tie to owners, however we would only have tenant file testing under the HUD Audit Guide when there is a HAP contract.
