In calculating surplus cash, are utility deposits that the company paid to the utility company as a security deposit and are being held on account at the utility company, can that be counted as cash for surplus cash the same way the accounts payable for the utilities are counted.

Generally those amounts are included as deposits and are not in surplus cash.
