Superintendent as Lease Employee

I have a client which operates a Section 202 HUD project. The managing agent inquired if there is any prohibition on employing a superintendent as a contractor/leased employee. The current superintendent is retiring. The project has a contractor currently providing security guards for the building. This same contractor has offered to provide a superintendent as a contracted employee. This would be a specific individual and they would be provided an apartment in the Project. Is there any HUD regulation which would prohibit this arrangement? Thank you for your assistance.

There is no prohibition on the nature of the employee. As long as the cost is not more than what is would be if they hired their own employee.
