I work on 3 not for profit multifamily projects, and they have always gotten prices for purchases and repairs, and documented their decision. I don’t think I understand the new standard for purchasing very well.
I am having difficulty finding out what supplies and other expendable property, equipment, real property and other services require them to get prices. For instance, I know that they use a company to cut the grass. Do they need to get prices? That falls between $3,000 and $150,000. They use a painting contractor also.
Do you know specifically where I should look?

Almost anything qualifies for the price quote requirement with the exception of audit services. If it should have been purchased under HUD’s guidelines (anything in excess of $10,000) then the client would now be required to get a price quote.

There is no purchasing handbook form HUD for multifamily. Most of the currently resides in the Management Agent Handbook and Handbook 5350.1. THat is where the guidance current exists.
