Hi! I have a client that has contacted me regarding HUD disallowing lunch purchases for their board meetings. It’s a pretty small PHA and has held their board meetings at lunchtime forever.

Nothing has been disallowed in the past but my PHA is saying that due to the new OMNI standards, they cannot buy lunches.

So, I was wondering if anyone from the AHACPA had heard this?

I thought the new UG discouraged buying food but I didn’t think it outright forbade it. Any information you can provide would be wonderful!

We are getting this question a lot lately. HUD field offices are going haywire with telling PHAs they cannot buy meals for board meetings. However, I just performed another search of the entire Uniform Guidance document. I used the terms, meal, lunch, dinner, and food. The results of that search do not mention any specifics banning meals at board meetings. There is a mention for employee welfare, but that mention relates to operating a cafeteria. SO, there is really nothing in Uniform Guidance to support that position. It is just made up.
