Good morning, We have a non-profit client that has executed several PBV Housing Assistance Payment Contracts with various local housing authorities. Are the funds received from the housing authorities under these contracts considered to be federal awards.? If so, what CFDA # would they be reported under? Thanks for your help! |

The quick answer is “No!” These contracts are very similar to the HCV contracts except they are site specific. The project does not become a subrecipient, even though the funds are coming to the project. All compliance monitoring is performed by the PHA. Les Sparks |
