We are auditing a nonprofit who receives subsidies from housing choice vouchers.  It is my understanding that we would not include these subsidies on the SEFA since it is between the tenant and the County.  Is that correct?

The property did also receive COVID rental assistance through the housing choice voucher program as well.  Would this portion go on the SEFA  since it is related to COVID and if so would I use the CFDA 14.871, with a COVID-19 description?

Elizabeth, overall, there is no requirement to include any of the HCV money in the client’s SEFA. In this situation, the client is actually a contractor to the Housing Authority and not a subrecipient. This same exception applies to COVID money.  I am not aware of any instance where a PHA gives a landlord money under the CAREs Act that would require the recipient to hava a SEFA impact.
