Good afternoon,
We have a not-for-profit organization that has a new Section 8 tenant-based assistance Housing Choice Voucher Program HAP Contract with a local PHA for a newly built group home for disabled.  No HUD mortgage.
The not-for-profit has audited financial statements with single audit in previous years for various federal and state programs that is filed with data collection to the clearinghouse.  Is this voucher program (receiving rent for applicable tenants from the PHA):
1) Applicable for the SEFA
2) Considered federal assistance for Single Audit threshold and
3) Would it warrant filing AFS or OC through REAC?
No explicit language stating audit requirements on this program for a not-for-profit organization on the HUD website or handbook.  More referenced towards the PHA audit requirement, but wanted to see if there was more explicit guidance towards the organization (landlord).

Michael, HUD has indicated that a project recieving HCV money is not responsible for the compliance monitoring of tenants. Nor is this money considered a federal award for your client. These awards belong to the PHA.
