Scott Barber, Deputy ACFO for Financial Management, HUD

Mr. Scott Barber is the Deputy Assistant Chief Financial Officer for Financial Management at the U.S. Department of Housing and Urban Development (HUD). He has practiced financial management, accounting, auditing, and internal controls in the federal government for 24 years. Scott has been with HUD since 2017, where he started by developing standard operating procedures and implementing automated processes to improve financial management and resolve long-standing accounting issues. Scott enjoys collaborating across the HUD program and C-Suite offices to build upon the effective work accomplished and continue towards achieving financial excellence. HUD has achieved an unmodified “clean” audit opinion on its annual financial statement audit over the last four fiscal years and reduced its one material weakness to a significant deficiency in FY 2023. Scott began his federal career at the U.S. Department of the Treasury. During his 17 years at Treasury, he managed the accounting and reporting of various international accounts and treasury managed funds. He also effectively worked with external auditors to ensure the financial audit ran smoothly and helped Treasury achieve and maintain their unmodified audit opinion. Scott has demonstrated a record of success in financial management and accounting to consistently deliver outstanding results. His ability to effectively communicate across organizations to achieve completion of major projects with high-pressured environments and time-sensitive requirements has been extremely successful. Scott is a trusted leader that meets organizational goals, effects positive change, and develops staff. Prior to his federal service, Scott worked as an auditor and tax preparer in the public accounting sector for many years. He earned his bachelor’s degree in accounting from the University of Baltimore.
