Lucinda P. Jefferson is a federal financial management leader with more than 10 years of experience advancing operational efficiency, strengthening financial oversight, and leading high-performing teams across complex government programs. She has managed budgets exceeding $122 billion and supported programs impacting more than 8 million households nationwide.
She currently serves as Director of Funding within the Public and Indian Housing (PIH) Office of Public Housing, Financial Management Division at the U.S. Department of Housing and Urban Development (HUD). In this role, she oversees the $5 billion Public Housing Operating Fund and a $377 million Public Housing Shortfall Program, providing strategic leadership, policy direction, and financial oversight for thousands of public housing grants, with an emphasis on compliance, innovation, and improved service delivery.
Ms. Jefferson previously held leadership roles at HUD and the U.S. Office of Personnel Management, where she managed large-scale trust fund operations and led system modernization initiatives. Her experience also includes financial leadership at the Fairfax Redevelopment and Housing Authority and more than two decades of accounting and financial reporting in the private sector.
She is known for building collaborative teams and delivering data-driven insights, and she regularly advises senior leaders on financial strategy, policy, and process improvement.
Ms. Jefferson holds a Master of Accounting and Financial Management from Keller Graduate School of Management and a Bachelor of Science in Actuarial Science from The Ohio State University.
