Tuesday, June 28, 2022 (8:00 am - 5:00 pm Pacific)

  • Session 1 – Public Housing Program Update
    This session will cover timely topics associated with the Public Housing program. Topics covered in this session include: 1) General PH updates and risk areas, 2) Updates to HUD guidance on PIC reporting for Tenant Unit Status category and sub-categories for Operating Subsidy; 3) PIC reporting for unit designated as elderly or disabled; 4) Re-start of scoring under the Public Housing Assessment System – PHAS; and 5) CARES Act closeout / SF-425.

  • Session 2 – REAC Update
    Session will cover latest HUD/REAC initiatives affecting PHAs. These include NSPIRE, resumption of PHAS scoring, physical inspections, and financial assessments.

  • Session 3 – HCV Program Update
    This session will cover timely topics associated with the HCV program. Topics covered in this session include: 1) General HCV program updates, 2) Changes to Family Self-Sufficiency (FSS) program escrow account per Section 306 of the Economic Growth Act; and 3) VMS reporting - new VMS data fields (e.g., Emergency Housing Vouchers) and other updates to Voucher Management System (VMS) data fields.

  • Session 4 – RAD Financial Reporting
    This session will cover key financial reporting considerations for PHA RAD conversions including the type of funding contract utilized, no debt transactions, conversions involving low-income housing tax credits (LIHTCs), and final closeout of the Public Housing Program.

  • Session 5 – Status of Quality Assurance Operations
    QASS REAC has been conducting Quality Control Reviews (QCRs) remotely for the past two years; during FFY 2022 REAC has resumed on-site CPA firm QCRs. This session will cover the REAC QASS QCR process and discuss common findings during recent reviews.

Wednesday, June 29, 2022 (8:00 am - 3:10 pm Pacific)

  • Session 6 – GASB Update
    Session will cover the latest PHA impacts from Leases and Component Units. This session will include increased focus on the nature of component unit relationships to the reporting entity. Further impact of these decisions on the reporting entity as well as audit impacts. Group audit standards will also be discussed as to relevance. Will contain specific examples for contracts and other agreements. Impact of asset repositioning will be included.

  • Session 7 – Audit Update
    Focus on recent audit standard changes affecting PHA audits, including all reports. Review of specific Single Audit changes and impacts to the compliance supplements. Emphasis on new opinion letters and FASS-PH Agreed Upon Procedures (Example report, need for separate engagement letter, new process – attach own AUP report.)

  • Session 8 – Challenges in PHA Audits
    What are we missing? Session will focus on key audit issues being addressed in Peer and QASS Reviews. We will address items highlighted in these reviews.

CPE INFORMATION
  • CPE Credit: Attendees can earn up to 16 CPE credits. In accordance with the standards for the National Registry of CPE Sponsors, CPE Credits are granted based on a 50-minute hour.
  • Instructional methods: Group Live and Group Internet Based
  • Learning Objectives: Provide an understanding on a variety of program requirements
  • Program Knowledge Level / Prerequisites: This course is update-level content. Attendees should have a basic knowledge of Public Housing. No prerequisites are required.
  • Advanced Preparation: None. Attendees will be given the opportunity to download digital materials
  • Refunds and Cancellations:
    • Webinars: Registration fees are fully refundable provided the request is received at least two business days prior to the webinar. Requests received less than 2 days before the course will receive a refund less an administration fee of $25.
    • In-Person Courses: Registration fees are fully refundable provided the request is received at least three weeks prior to the course. Requests received after this date, but one week before the course will receive a refund less an administration fee of $75. Due to financial obligations incurred by AHACPA, no refunds will be issued for cancellation requests received less than a week before the course.

In the unlikely event that AHACPA must cancel a course, all registrations fees paid to AHACPA by attendees will be refunded in full.


AHACPA is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.
