Tenant Files 101 | Section 8 Profitability | Single Audit for HUD | Section 232 Projects | Fall CPE

Tenant Files 101 will introduce auditors and management company personnel to the basic concepts of providing subsidy to tenants. Topics will include:

  • Overview of the subsidy process
  • Related HUD guidance (HAP Contracts, Renewal Contracts, Occupancy Guide)
  • HUD Systems (TRACs, EIV, Interfaces with client software)
  • Overall Requirements (Introduction to Fair Housing, Tenant Selection, Section 504, etc.)
  • Overview of Rental Process (Application, Waitlist, Rent Calculation, Recertifications, Terminations)

Maintaining Section 8 Profitability During the World-wide Pandemic gives an in-depth look at how to maintain effective operations and profitability during these challenging times. Topics to include:

  • Changes in Section 8 or other subsidy programs Due to COVID-19 (CFP Funding, HAP Increases, Recertification Changes, e-Signatures, Eviction moratorium)
  • Billing and Receiving Special Claims for Vacancies
  • Working with residents throughout the Pandemic
  • Moving to Paperless

Single Audit for HUD - will address differences between a multifamily audit under the HUD Audit Guide vs one under Uniform Guidance. Differences to be discussed will include:
  • Basics of Uniform Guidance planning
  • Applications of Compliance supplements
  • Application of guidance where no compliance supplement is available. This is of particular interest for any NFP entity who has a HUD-insured mortgage, including how to apply the HUD Audit Guide
  • Differences in reporting of findings
  • Internal control over compliance testing
  • Correlation of procedures between compliance and AFS testing
  • Sampling strategies

Section 232 Projects is designed to give a program specific update related to the 232 program. Specific topics will include:

  • COVID-19 related changes to program requirements, including quarterly reporting requirements.
  • Financing alternatives for potential cash-out refinances based on new debt seasoning guidance.
  • PPP loans and program requirements (specifically implemented HUD financing documents)
  • Lender risk assessment tools and their implications for auditors.

LES SPARKS

ARI RUBINFELD

Les Sparks is President of AHACPA. Les has over 20 years' experience providing support and training to project owners, managers, and auditors. This support includes the interpretation of HUD's accounting and auditing and financial statement requirements. Les is responsible for the development and presentation of training programs which provide continuing professional education (CPE) to auditors and other users of the relevant REAC systems. Les is currently serving on the board of the Housing Authority of Salt Lake City.

Ari Rubinfeld is the founder and president of Urbanwise Consulting. For close to ten years he served as the Director of Compliance for over 2500 units throughout the country, overseeing everything from acquisitions to certifications, and from fair housing to HUD inspections. He recently started Urbanwise Consulting, to help owners, managers, accountants, and more, to navigate and succeed in the complex world of affordable housing.
