12:00 PM - 1:30 PM Session 1: Public Housing Authorities and the CARES Act Funding, Part 1
 

This session will introduce CARES Act funding provided by HUD to PHAs and focus on the eligible and ineligible use of CARES Act funds, and the period of performance. In this session we will also discuss the flexibility and new eligible uses for certain non-CARES Act Funds. We will also focus on permitted uses of CARES Act Funds that are potential noncompliance areas, e.g., employee bonuses and COCC management fees.

1:40 PM - 3:10 PM Session 2: Public Housing Authorities and the CARES Act Funding, Part 2
 

This session will mainly focus on the proper reporting of the CARES Act funds for FDS reporting and the common CARES Act FDS rejection issues noted by the REAC. This session will also discuss VMS reporting and quarterly reporting requirements. Finally, we will discuss the direct relationship between FDS reporting and quarterly reporting.

This session will focus on how the auditor might review and audit a PHA’s CARES Act funds. The session will provide a possible audit approach and a discussion of risk.

12:00 PM - 1:30 PM Session 1: Housing Choice Voucher Program Update, including the Emergency Housing Voucher Program
 

This session will discuss the 2021 funding methodology for the HCV program and the related funds for both HAP and administrative fees. We will also provide some techniques on how to analyze HAP costs using VMS, the two-year tool and a PHA’s general ledger. In addition, this session will discuss the new $5 billion  Emergency Housing Voucher (EHV) Program authorized to PHAs under the American Rescue Plan Act of 2021. PHAs are expected to start receiving EHV funds as early as July 2021.

1:40 PM - 3:10 PM Session 2: Pensions & OPEBS Impacts on Public Housing Financial Risk
 

This session will discuss the perceived and actual risk of different pension and OPEB plans and the associated liabilities on PHAs, including HUD’s view of these liabilities. This session will also examine how changes in a PHA’s portfolio may affect the financial viability of a PHA.

This session will cover a variety of timely topics associated with public housing. The session will discuss HUD’s expansion of the Moving‐to‐Work (MTW) program, including the 31 smaller PHAs that expected be designated as a MTW agency in 2021, with a focus on program requirements, reporting, and uses of funding. This session will also discuss topics such as the public housing “Catch-up” management fees, COCC fee revenue for portability vouchers, use of Tenant Participation funds, the impact of the CARES Act on rent calculations, upcoming change on the use of FSS forfeitures, etc.

This session will address the impacts to auditors resulting from SASs 134-141. This will include the significant changes in reports as well as audit procedures.

1:40 PM - 3:10 PM Session 2: RAD Conversions, LIHTC Transactions and Public Housing Program Closeouts
 

This session will cover key accounting, financial reporting, and compliance issues involving RAD conversions, Low Income Housing Tax Credit (LIHTC) transactions, and Public Housing program closeouts. Participants will learn about the applicability of Notice PIH 2012-32, 2014-24, and 2019-13 to those transactions.

  In this session we will address changes in PHA accounting as a result of standards. In addition to the overall discussion, we will be discussing GASB 87 and component unit challenges
